Capt. Jarrod Hair, Air Combat Electronics Program Office (PMA-209) program manager, speaks with Karlson Greene about the importance of MOSA and collaboration during the MOSA-Summit 2024.
Navy leaders address driving innovations to the warfighter faster
NAVAL AIR SYSTEMS COMMAND, Patuxent River, Md. - A modular open systems approach narrative is at the forefront of the upcoming MOSA Industry and Government Summit & Expo Aug. 27-29 in National Harbor, Maryland. Leading Navy authorities set sights to engage with the DOD tri-services and industry on system lifecycle urgencies with a Modular Open System Approach (MOSA) strategy.
“We look forward to the MOSA Industry and Government Summit & Expo with great anticipation. And particularly, to hear from the highly respected speakers as they convey MOSA as a combat capability and the critical importance of achievement through collaboration,” said Capt. Jarrod Hair, Air Combat Electronics Program Office (PMA-209) program manager.
On Aug. 28, Peter Reddy, the Navy’s Deputy Assistant Secretary for Research, Development, Test and Engineering (DASN (RDT&E)), will deliver a keynote address focused on the future of naval technology. Reddy’s office is responsible for executive oversight of the Navy’s R&D budget, science and engineering, and advanced research – areas vital to maintaining the Navy’s competitive edge.
The MOSA-Summit provides a unique forum for engagement, drawing together government, civilian and industry leaders. Reddy’s keynote is a central highlight, but attendees can also benefit from a talk on Aug. 27 by Jacob Glassman, the ASN (RD&A) Senior Technical Advisor. Glassman’s presentation in the Expo Theater will feature a surprise guest speaker, adding another layer of insight.
Culminating on the third and final day of the MOSA-Summit, Honorable Nickolas Guertin, former Assistant Secretary of the Navy Research, Development and Acquisition (ASN(RDA)), will be bringing his views and bold vision for open standards in an interactive setting. His talk, ‘Empowering the Future of Defense Systems’, is slated for mid-morning on Aug. 29.

What is a Modular Open Systems Approach
MOSA is an integrated technical and business strategy for managing and sustaining a system and fleets-of-systems that employ modular and open principles. Applying MOSA at the enterprise level fosters collaboration across programs to drive toward enterprise-wide objectives and more easily removable, upgradeable, and interoperable components.
