PMA-271 receives new program manager

PATUXENT RIVER NAVAL AIR STATION, Md. -- Program Manager Air-271(E-6B Airborne Strategic Command, Control and Communications) here received a new program manager during a change-of-command ceremony held Feb. 29 in the Moffett Building here.

Capt. Robert S. Roof relieved Capt Jay Gallamore in the ceremony hosted by Rear Adm. W. Mark Skinner, Program Executive Office Tactical Aircraft executive officer.

Gallamore, who lead the PMA for more than three years, ended his 33-year Navy career during a retirement ceremony that was held in conjunction with the change of command.

“It was a very special day and an honor to have the opportunity to recognized the outstanding achievements of Captain Gallamore while welcoming a new member to our team, Captain Bob Roof,” said Skinner. “However, for Jay it is especially memorable because it marks the end of 33 years of dedicated naval service.”

Gallamore begin his Navy career in 1974 as a seaman because, according to him he “didn’t know what I didn’t want to do.” Now, more than three decades later he said he owes his success to the people he encounter along the way.

Gallamore and his wife Eileen plan to stay in the Southern Maryland area.

PMA-271’s new program manager is no stranger to NAVAIR. Roof served on the P-3 class desk for avionics and cockpit upgrades in PMA-290 from 2000 to 2002. In the fall of 2002, he was redesigned as the aerospace engineer duty officer for the PMA.

From August 2002 to September 2004, Roof served in the Pentagon for the Assistant Secretary of the Navy (Research, Development and Acquisition) as an air programs action officer.

Following his tour at the Pentagon, Roof was assigned to PMA-275 here as director of Weapon Systems Integration for the V-22 Osprey. During his time in PMA-275, the V-22 achieved full-rate production status and is currently being flown by the USMC in Iraq, supporting the War on Terror.

In February 2007, Roof reported to Arnold Air Force Base, located in Tullahoma, Tenn., as vice commander of the Arnold Engineering Development Center.

The Cincinnati native graduated from the University of Cincinnati in 1985 and received his Naval Aviator wings in March 1987.

In January 1995, Roof was selected for Naval Postgraduate School, earning a Masters of Science degree in Financial Management and merited a Conrad Scholar.
