NAVAIR’s Security Team Streamlines to Improve Business Operations

In an effort to streamline processes and improve business practices, NAVAIR’s Headquarters security team is joining forces with both NAWC(AD) and NAWC(WD) to form a single NAVAIR One Security Team.

“We’re all working together to eliminate duplication of effort and do things correctly and efficiently,” said Pete Riester, director of NAVAIR security. “We are improving team alignment and working to ensure cost-wise readiness for the Fleet.”

JD Greene, NAWC(AD) Security Director agrees. “Our mission revolves around ensuring our warfighters and allies have the advantage of uncompromised capabilities on the battlefield, by countering intelligence threats to our technologies, facilities and personnel,” he said. “Through the implementation of improved Security service delivery models, based in large part on lessons-learned during the AD/WD integration efforts; we are able to provide more comprehensive security support to more NAVAIR programs than ever.”

According to Riester, the reorganization follows the NAWC example set by Greene and Tom Dilbert, NAWC(WD) Security Director, and will provide a one-stop shop for all NAWC and NAVAIR industrial, operations and personnel security issues and concerns.

“We were able to employ some of the AIRSpeed tools to improve our processes and eliminate duplication,” said Riester. “We consolidated some processes that were different, and we’ve also improved communication within the department.”

As of December 15, all personnel security concerns are to be handled through the Personnel Security Center of Excellence by contacting Stephen Baden (301-757-2956) or Linda Hall (760-939-0985). Baden and Hall are also the points of contact for the new Industrial Security Center of Excellence, while questions regarding Operations Security (OPSEC) should be directed to Scotty Roysden (301-995-4705) at the Operations Security Center of Excellence.

The consolidation of effort between the three organizations will result in a savings of two man-years. Those savings, according to Riester, will be dedicated to a newly formed Policy, Career Development, Certification and Metrics Branch within the security department (led by Pam Marshman, 301-757-5123).

The branch will be responsible for initiating policy and changes to existing policy and developing metrics to ensure that the processes affected comply with response times required to meet customer requirements. It will also establish career development paths for all fields in security and certify those career paths in accordance with Navy policy.

“This is the first time we’ve had a true headquarters/NAWC team in alignment,” said Riester, who said the plan for the consolidation began more than a year ago. Dilbert and Greene, who were key in the development of the concept of operations, will continue in their leadership roles.

According to Dilbert, “As any leader knows, the success of an organizational change program ultimately rests with the team members who provide the frontline services and products. The competence, dedication, and warfighter spirit that security teammates have consistently displayed over the past few years of integration efforts will be the key to the success of the new NAVAIR One Security Team.”
