What is the Clinger-Cohen Act Center of Excellence?

The Clinger-Cohen Act (CCA) of 1996 was intended, among its many other purposes, to ensure government acquisition, planning and management of information technology is treated as a “capital investment”. CCA compliance is required for all programs that contain Information Technology (IT), including IT in weapons and weapons systems programs.

Because the law is so complex, the NAVAIR Office of CIO, Information Resources Management Division, established the CCA Center of Excellence (COE) to assist Program Managers in achieving compliance with the eleven elements of CCA. Since its establishment, the CCA COE has achieved a 64 percent reduction in cycle time of CCA NAVAIR-endorsed confirmation packages. Furthermore, programs leveraging the COE can realize a savings of approximately 30-50K.

Conversely, programs that do not follow the CCA requirements or do not have proof of compliance could experience a negative impact in terms of delayed contract award and/or milestone achievement, termination of funding and possible program auditing.
