PMA-273 welcomes new program manager

NAVAL AIR SYSTEMS COMMAND, PATUXENT RIVER, Md. –The Naval Undergraduate Flight Training Systems Program office welcomed a new program manager during a change-of-command ceremony here Sept. 26.

Capt. Charles “Winn” Everett, who leaves PMA-273 to assume the position of military director at AIR 4.10 Warfare Analysis here, relinquished the reigns of command to Capt. Andrew “Harley” Hartigan.

“The PMA is a living organization, and today it's once again evolving to the next stage. However, the centerpiece is our support for the fleet, in this case CNATRA [Chief of Naval Air Training]. Harley will be hitting the road running. We’ve developed an executable roadmap to carry CNATRA into the future, and to keep the positive momentum going, his guidance will be key,” said Everett.

Hartigan, comes to the program manager position after serving as the executive assistant to the commander of the Naval Air Systems Command here.

He is a graduate of the University of Virginia and was commissioned via the Navy’s Aviation Officer Candidate School in 1985. He is a recent graduate of the Defense Acquisition University and the Navy’s corporate business course.

Hartigan began his fleet aviation career as an A-7 Corsair pilot in VA-27 in Lemoore, Calif.

After his time in Lemoore, he transitioned to the Navy’s aviation engineering duty officer community in China Lake, Calif., as a developmental test pilot where he conducted software testing for the Super Hornet and performed initial developmental flight testing on the Joint Standoff Weapon during his tour.

Hartigan’s previous assignments in program management include deputy program manager for the JSOW-C program and F/A-18 internal programs here. At F/A-18, he helped with the first international sale of Super Hornets to the Commonwealth of Australia.

His decorations include a Legion of Merit, three Meritorious Service medals, a Strike Flight Air medal, three Navy Commendation medals and numerous unit awards.

As program manager for PMA-273, Hartigan will be responsible for all the naval jet, propeller and helicopter training aircraft and their associated training systems used by the CNATRA in its undergraduate flight training programs.

“I look forward to leading you to pave the way for you to continue to accomplish the objectives established by CNATRA and our naval aviation leadership,” said Hartigan.
