Fleet Readiness Center Southwest (FRCSW) Commanding Officer, CAPT Luis "Rick" Rivera took the time to visit one of these teams, the FRCSW facilities department, and personally express his appreciation for their exceptional efforts.

Despite tight deadlines, shifting requirements, and frequent design changes, this group consistently delivers high-quality, in-house solutions that save the command hundreds of thousands of dollars in contract costs while keeping essential projects on schedule.

FRCSW Manufacturing Team Success

Fleet Readiness Center Southwest (FRCSW) is Commander Fleet Readiness Centers (COMFRC) top aircraft repair facility on the west coast, specializing in the support of Navy and Marine Corps aircraft and their associated systems. Through partnership with industry and other government agencies, FRCSW, based at Naval Air Station North Island, repairs and overhauls aviation systems. One of the main parts of command operations is the manufacturing team.

CDR Okimura Promotion

FRCSW Commanding Officer CAPT Luis “Rick” Rivera performs a promotion ceremony for CDR Chris Okimura. This promotion is a well-deserved recognition of his outstanding service, and his efforts are applauded by the entire FRCSW team. The ceremony, held at NAS North Island's Circle of Flags, was attended by CDR Okimura's family, FRCSW leadership, and both active-duty and civilian members of the Navy. CDR Okimura, who joined the Navy in 2011, was assigned to FRCSW on October 2, 2025, as a supply officer of the highest regard in the United States Navy (in fact 1st in his class!).

This specialized group was comprised of subject matter experts who were tasked with establishing a new, standardized baseline process for maintenance of CH-53 helicopters. The goal was to create a streamlined, repeatable approach that future teams could follow to improve efficiency and consistency in H-53 aircraft production.
