Naval Aviation Training Systems and Ranges Program Office
The Naval Aviation Training Systems and Ranges Program Office (PMA-205) provides full lifecycle acquisition of naval aviation platform and general training systems, training range instrumentation systems, and distributed mission training centers. These systems and centers provide U.S. Navy and Marine Corps pilots, naval flight officers, aircrew and maintainers with the training equipment required to provide lethal capability and operational readiness.
Training devices include flight simulators, part-task trainers, maintenance trainers, airborne and underwater training range instrumentation, threat systems, and associated curricula to ensure optimum performance for naval aviation. Responsibilities include execution of naval aviation’s live, virtual and constructive training strategy, execution of the Navy Aviation Simulator Master Plan, commonality and interoperability across training systems, procurement and sustainment of training products and services to include equipment overhaul and/or replacement, engineering changes, modernization and technology refreshes, and future technology advancements for training systems and training ranges.

Capt. Jonathan Schiffelbein, a native of Fairfax, Virginia, earned his commission and a Bachelor of Science in Aerospace Engineering from the U.S. Naval Academy in 2001. He earned his wings of gold on the TH-57 in 2003. In 2009, he graduated from the U.S. Naval Test Pilot School (USNTPS) Cooperative Program earning a Master of Aerospace Engineering from the Air Force Institute of Technology.
Schiffelbein’s first tour was with Helicopter Anti-Submarine Squadron (Light) (HSL) 43 in San Diego, California, as a maintenance division and detachment operations officer, completing two Counter-Narco-Terrorism deployments to the Eastern Pacific and Hurricane Katrina relief operations, rescuing 14 Americans.
After graduating from USNTPS in 2009, he reported to Helicopter Test and Evaluation Squadron (HX) 21 as a project officer and test pilot, focusing on mission systems for the MH-60R/S helicopter and helicopter-ship integration. In 2012, he served as operations officer for Helicopter Training Squadron (HT) 8, developing new Wing training curricula and advising on new training systems while serving as an instructor.
Schiffelbein redesignated as an Aviation Engineering Duty Officer in 2015 and joined Air Combat Electronics Program Office (PMA-209), working in Military Flight Operations Quality Assurance and the Communications, Navigation, Surveillance and Air Traffic Management Systems programs where he oversaw the Navy’s first successful completion of an Agile Software Development program.
In 2017, he joined the Precision Strike Weapons Program Office (PMA-201) as the Weapon Production and Sustainment deputy program manager, ensuring the readiness of the Navy’s strike network enabled weapons inventory and led an office-wide Agile Program Management transformation and deployed the Navy’s second Network Enabled Weapon, the Harpoon II+.
In 2019, he joined the Persistent Maritime Unmanned Aircraft Systems Program Office (PMA-262) as the senior military class desk for the MQ-4C, managing the Navy’s premier large unmanned aircraft.
In December 2021, Schiffelbein joined the Airborne Strategic Command, Control and Communications Program Office (PMA-271) where he initially managed the E-6B program and then the new E-130J program.
From May 2024 to May 2025, Schiffelbein served as the Chief of Staff for the Deputy Assistant Secretary of Navy (Air-Ground).
In June 2025, Schiffelbein assumed command of the Naval Aviation Training Systems and Ranges Program Office (PMA-205) and is responsible for leading over 800 people and the management of 38 acquisition programs, including two ACAT IV, one ACAT III, and one ACAT II and 34 Abbreviated Acquisition Programs.
Schiffelbein has logged over 2,250 flight hours in 27 different aircraft.
