Naval Aircrew Systems

The Naval Aircrew Systems program office (PMA-202) includes all systems that directly support the aircrew and troops or passengers in the performance of their missions, and consist of the functional components, internal and external interfaces, and the environment to optimize human performance, protection and sustainment in aviation operations.

Serves as the premiere organization for human performance optimization and enables the Navy and Marine Corps to be combat effective by providing and sustaining Aircrew Systems that work the first time, every time.

PMA-202 analyzes, develops, and executes innovative solutions that ensure warfighters are equipped with aircrew systems that are "Ready to Fight Tonight" through all phases of naval aviation, with the capability and capacity to "Win the Future."

Capt. Joseph Kamara, U.S. Navy

Program Manager, Aircrew Systems

Capt. Joseph Kamara graduated from the University of Sierra Leone in 1991 with a bachelor's degree in mathematics. He was commissioned in November 2001 through the Officer Candidate School in Pensacola, Florida and designated as an Aerospace Maintenance Duty Officer in 2002.

His operational and shore assignments include Helicopter Combat Support Squadron (HC) 6, Strike Fighter Squadron (VFA) 15, USS Theodore Roosevelt (CVN) 71, Fleet Readiness Center Southeast (FRCSE) Jacksonville, FRCSE Detachment Mayport, USS Dwight D. Eisenhower (CVN) 69, Program manager air (PMA-260), Fleet Readiness Center Mid Atlantic Detachment Norfolk, and Fleet Readiness Center Mid Atlantic, Oceana.

In 2009, he volunteered as a Navy Individual Augmentee (IA) Civil Affairs Officer (CAO) in support of Operation Iraqi Freedom. While in Iraq, he provided CA Operations expertise, built sustainable services, and conducted more than 120 patrols focused on security, agriculture, essential services, and economic development in 21 cities and villages.

Kamara was designated as an Acquisition Professional Community member in 2012. He has served as the material control officer, maintenance and material control officer, quality assurance officer, assistant officer in charge, officer in charge, aircraft production officer and assistant deputy program manager. Most recently, Kamara served as the deputy program manager for Aircraft Launch and Recovery Equipment program (PMA-251). 

Kamara holds a master's degree in national resource strategy from the Eisenhower School for National Security and Resource Strategy, a master's in systems engineering from Naval Postgraduate School, and a master's degree of aeronautical sciences from Embry Riddle Aeronautical University. He is a graduate of the Naval War College in Joint Professional Military Education.

His awards include the Meritorious Service Medal (four), Navy Commendation Medal (two), Army Commendation Medal, Navy and Marine Corps Achievement Medal (two), Army Achievement Medal, National Defense Service Medal, Global War on Terrorism Service Medal, Global War on Terrorism Expeditionary Medal, and multiple unit awards.
