NAVAIR Chief Technology Office

Part of the NAVAIR Engineering and Cyber Warfare Group, the Chief Technology Office (CTO) identifies and prioritizes science and technology (S&T) research needs; focuses investments and improves the alignment of resources to support the development of future naval aviation capabilities; and collaborates with the fleet, acquisition offices, resource sponsors and technology developers to ensure a balanced S&T portfolio that provides solutions to critical operational needs. The CTO’s Science and Technology Objectives (STOs) provide the strategic direction for naval aviation and outline a common framework to align current efforts and identify areas in need of S&T investment. The CTO is focused on activities that show promise for naval aviation warfighting and sustainment that can achieve a Technology Readiness Level 6 or higher within 24 months. Mr. Todd Parcell

Chief Technology Office Director

Mr. Parcell became the Director, Chief Technology Office in October 2018, and is responsible for the overall strategic planning and oversight of the naval aviation S&T investment portfolio. In this capacity, he seeks innovative solutions, champions and advocates for innovative ideas that address current readiness and improve warfighter capabilities that also offer a potential solution for future needs. He is also responsible for providing guidance, direction and leadership to the team developing the Naval Aviation Enterprise Science and Technology Objectives, roadmaps that provide a framework for NAVAVIR’s time-phased investment strategy across 34 technology enabling and mission area fronts.
