Navy ERP and Command Staffing Information Now Included on PMC WebTool

The Program Management Community (PMC) WebTool, a repository of information for NAVAIR program managers, has recently added new content to its site. The new categories are; Navy ERP, Command Staffing, the Defense Acquisition Workforce Improvement Act (DAWIA) and the Assistant Secretary of the Navy, Research, Development and Acquisition – ASN(RDA).

The PMC WebTool (https://home.navair.navy.mil/pmcwebtool) is a unique, dynamic and evolving resource for NAVAIR specific acquisition life cycle guidance, policy, processes and reference materials. The WebTool is a one-stop shop that provides visitors with the capability to sort requirements by ACAT or requirement type, drill down to specific requirement resources, or view the most current information available on significant initiatives in the Navy.

“The PMC WebTool provides a quick, ready reference to the latest acquisition information,” said James Mathers, a branch head within the Systems Test and Experimentation Management Division (AIR-5.1.1). He is also the Assistant Program Executive Officer for Test and Evaluation within AIR-1.0 and a frequent user of the PMC WebTool.

“Since my work is normally where T&E meets program management, it comes in very handy for a test and eval guy like myself,” said Mathers, who uses the tool to check requirements when writing correspondence and reviewing documents.

The tool also has a new Navy ERP tab with a link to the Navy ERP program office and two training courses specific to program managers.

“We’ve already siphoned through the volumes of information out there on Navy ERP to find the most relevant for our program managers,” said Dan Crain, Navy ERP lead for AIR-1.0. “Program managers don’t have to wade through all the information out there, but can get exactly what they need to know right here on the PMC WebTool. Our goal is to get the right information to the right people at the right time.”

Under the “Command Staffing” tab on the PMC WebTool, program managers can find such resources as the Command Staffing Handbook, a direct link to the Command Staffing tool and computer-based training. Frequently-asked questions are updated weekly and business rules under Command Staffing are posted as they become available.

The tool also provides a direct link to designated points of contact for Navy ERP and Command Staffing for submitting feedback questions and suggestions.

In a continuing effort to make the PMC WebTool relevant to the program management community, another new tool, Configuration Management, is currently being added as a new menu topic.

The PMC WebTool was developed in 2005 with growth and flexibility in mind, according to Linda Brady, PMC WebTool administrator.

“We are actively increasing content on the Website to benefit the program management community,” said Brady. “As acquisition requirements change we have been able to quickly and easily accommodate the needs of our program managers – and will continue to do so.”

In helping acquisition and program management personnel identify the many requirements, documentation and resources needed to navigate the acquisition life cycle, the PMC WebTool has come to the attention of the Defense Acquisition University (DAU).

Ivan Teper, the Knowledge Project Officer for DAU, is interested in borrowing content (specifically the checklists for the Requirements Life Cycle) from the PMC WebTool to post directly on their Website.

“I have visited the PMC WebTool site and found it to be well organized and a very good source of information,” he wrote in an e-mail.

The functionality and content enhancements of the PMC WebTool are a collaborative effort between AIR-1.1, the APEO Acquisition Codes, and the Information Management Department.
