On September 12, 2002, Commanding Officer (CO) Capt. Karl E. Yeakel, Naval Air Depot Jacksonville (NAVAIR Depot Jax), recognized two active-duty members departing the Depot. As Executive Officer Capt. David J. Beck read several citations, the CO congratulated them for their past and present accomplishments.

The Navy and Marine Corps Commendation Medal (NCM) was presented to Lt. j.g. David W. Littleton for meritorious service while serving as Production Support Officer and Quality Assurance Special Projects Officer, Naval Air Depot Jacksonville, Fla. from September 2000 to August 2002. Littleton unsurpassed dedication and steadfast commitment to excellence has had far-reaching effects on the success of the Naval Air Depot. He was instrumental in, and a driving force, behind the Depot’s attainment of International Standards Organization 9000 and Aerospace Standard 9100 quality assurance certification. He designed, coded, and fielded the Continuous Improvement Program Database, providing a positive means for management to prioritize, assign, and track corrective actions within the Depot. In personally fielding this database, he saved the Depot $50 thousand in initial procurement costs and $200 thousand in ongoing software support costs.

Cmdr. Edward Harter was presented the Meritorious Service Medal from the Commander, Naval Air Systems Command, Vice Admiral Joseph Dyer for outstanding meritorious service while serving as Production Support Officer for the Naval Air Depot Jacksonville, Fla. from October 2000 to August 2002. Harter demonstrated inspired leadership, superior problem solving ability, and extraordinary managerial acumen in guiding the 600 members of the Production Support Competency. His diligent efforts and extraordinary leadership skills were cornerstones of Naval Air Depot Jacksonville’s successful implementation of Manufacturing Resource Planning. In addition, he led the Production Support Competency through a highly successful ISO 9000:2001 audit.
