 Fleet Readiness Center Southwest (FRCSW) Wins NAVAIR Commanders Award for Energy Conservation

 NAVAL AIR STATION NORTH ISLAND, CA – Fleet Readiness Center Southwest (FRCSW) has been selected as recipient of the 2014 NAVAIR Commanders Award for Energy and Water Conservation. The award was presented at NAVAIRs Patuxent River, MD headquarters (NAVAIR is parent command to FRCSW).

 NAVAIR oversees 3 major commands and more than 25,000 employees thus the teams nominated for this award represented a broad spectrum of programs across the entire nation.

 Utilizing a variety of programs and tactics FRCSW has reduced energy usage by 27.3%, water usage by 35.5% and compressed air usage by 37.8%. The savings equate to more than $4,000,000 per year to FRCSW, the Navy and the US Taxpayer.

 The command has captured utility rebates and incentives from San Diego Gas and Electric totaling more than $800,000. These rebates have been driven back into the program in order to fund additional energy reduction projects.  In FY 2013, FRCSW implemented over $1,000,000 in energy and compressed air conservation projects that will save an additional $600,000 per year going forward.

FRCSW’s energy team is led by Mr. Matthew Schreck, a disabled veteran who has served in a number of technical capacities in military, government and private industry. He brings to the Command the same passion for energy conservation and efficiency that he did while serving on active duty in the U.S. Navy. The team includes 20 employees who serve in collateral duties as Building Energy Managers (BEMs). These employees are the “boots on the ground” within each of FRCSW’s major buildings, and they maintain constant communication with the energy team.

 The vigilance of these artisans and managers to communicate directly with the energy team has saved the command hundreds of thousands of dollars per year, by mitigating problems before they occur. The BEMs, along with FRCSW’s Energy Managers, conduct quarterly audits of command facilities which give them a more granular look at equipment and processes and allows the program to identify energy saving opportunities.

To achieve these reductions, and the associated savings, FRCSW has utilized lighting retrofits and daylight harvesting, placed solar panels on rooftops, introduced drought resistant plants to the landscape, altered steam sequencing and improved equipment efficiencies in addition to other projects.

 Established in 1919, Fleet Readiness Center Southwest is Naval Aviation’s West Coast aircraft maintenance, overhaul and repair facility specializing in the support of Navy and Marine Corps aircraft and related systems and airframes. The command has 4,225 employees: 2,675 of which are federal civil service employees, 550 contractor employees, and 1,000 active duty military.
