Since its introduction last May, the AIR-1.1 Program Management Community (PMC) WebTool continues to help acquisition and program management personnel identify the many requirements, documentation, and resources needed to navigate the acquisition life cycle.
The PMC WebTool, https://home.navair.navy.mil/pmcwebtool is a unique, dynamic and evolving resource providing checklists, specific references, sample acquisition documentation formats, and much more.
Recently added to the PMC WebTool are links to the AIR-4.1 Systems Engineering Resource Center (SERC), charters for those AIRSpeed Blackbelt Projects that impact program management, Program Management Multiple Award Contract (PM MAC) sample documentation (applicable to SeaPorte), and additional dynamic documents, including the NAVAIR Acquisition Guide, the Procurement Information Document Guide, the Management Control System, the Defense Acquisition Guidebook, and the DoN Acquisition and Capabilities Guidebook. These dynamic documents directly relate specific sections and/or paragraphs within each document to key acquisition requirement topics. In addition, numerous additional acquisition requirement topics have been added that are directly linked to the appropriate phases and/or milestones of the defense acquisition life-cycle roadmap.
The home page of the PMC WebTool also highlights the latest changes to acquisition instructions and policies for easy access.
One user is Neil Abramson, ASW Assault and Special Programs. According to Abramson, the WebTool and support team are helping many people by saving them from having to devote hours of searching to find the latest acquisition policy/direction.
“It’s great to see the site is keeping everyone up-to-date by posting information only days after a policy and/or instruction has been signed out,” he said.
Another user is Linn Abbott, a Warfare Analyst within AIR-4.10 and a NAVAIR AIRSpeed Deployment Champion and Black Belt. “What a great tool!” said Abbott. “This could easily become the Web page everyone opens first. It’s especially useful to those needing insight into the project management community.”
CAPT Matt Scassero agrees. Scassero runs the Naval Capabilities Development Process (NCDP) for NAVAIR and uses portions of the WebTool in connection with the NCDP. He also uses the WebTool for personal program manager training and familiarization.
“It’s a great site,” said CAPT Scassero. “All the documents, all the processes, all the policies I need are in one place. It was great to come back from the fleet and find all the stuff they talk about at DAU (Defense Acquisition University) available on one site.”
According to Julie Adamson of the Program Management Community Support Department, as the resources of the PMC WebTool continue to grow, the number of users are also increasing. The PMC WebTool will continue to mature as more users send their ideas and comments via the feedback button or the new User Satisfaction Survey on the site, she said.
