Enterprise License Agreements Can Save Money

NAVAIR’s Enterprise License Agreements (ELA) – software licenses that apply to the entire organization – provide an excellent way to simplify software purchases. Using this enterprise-wide approach, NAVAIR is able to maximize value, buying power and availability of common-use IT through software license agreements. Coordinating and consolidating IT investments and negotiating enterprise agreements with software vendors allows the command to share in the savings of reduced cost of software acquisition. Furthermore, a centralized approach to IT acquisition ensures products are compliant with DoD Joint Technical Architecture – the minimum set of standards and guidelines for interoperability.

NAVAIR Office of CIO is responsible for providing information and services to ensure all IT procurements fit into the Navy’s overall mission of IT product standardization, information assurance, architecture, interoperability, and cost efficiency. ELAs are just one of the tools available to help you realize the lowest total cost for technology. While some ELAs are applicable to the entire Department of Defense or Navy, others are applicable to all of NAVAIR or smaller entities within NAVAIR.

The enterprise license process and end products are designed with flexibility in mind and are intended to support a range of operating environments. Shorter acquisition cycle times will reduce cost growth and put the technology in the hands of the warfighter as rapidly as possible.

“The concept of coordinating IT investments and leveraging NAVAIR’s buying power has enormous advantages. Enterprise licenses provide NAVAIR with protection against the increased costs associated with new versions and upgrades,” says Kathy Steele, Deputy CIO for Information Management Resources. Outside of the key benefits of ELAs that include reduced expense associated with software acquisition and the ability to acquire needed software products quickly, agreements also provide a means to realize savings in services, distribution, maintenance and support. NAVAIR’s current pricing for Oracle, SAP, and ePower, each yield a savings of more than 60% below the GSA pricing schedule.

NAVAIR is also working on new enterprise license agreements in the area of Security and Lean Six Sigma. The Information Management Resources office is striving to make sure all NAVAIR customers get the best price for software. “Equally important, enterprise licensing is essential in achieving enterprise integration, “ said Ms. Steele. “Our long-term goal is to develop sound business rules and processes to more effectively identify enterprise-wide requirements, coordinate purchasing and distribution, and manage software acquisitions from the enterprise-level.”
