PATUXENT RIVER NAVAL AIR STATION, MD — Captain Michael S. Paul will relieve Captain Thomas A. Cahill as Program Manager for the NAVAIR Enterprise Resource Planning (ERP) Pilot, Sigma and the Manufacturing Resource Planning (MRP II) programs during the change-of-command ceremony in the Moffett Building Atrium at 10:00 a.m. on Thursday, May 20, 2004.

Captain Cahill completes 28 years of service as the outgoing Program Manager. He stood up PMA-203 in October 1999. His 28 years of service are split between both operational and acquisition assignments.

From 1976 to 1979, Captain Cahill served as the Gunnery and Missiles Officer aboard the Atlantic Fleet frigate USS AYLWIN (FF-1081) and qualified as a Surface Warfare Officer. After completing jet pilot training and earning Naval Aviator wings, he served in Air Antisubmarine Squadron TWENTY-FOUR (VS-24) from 1982 to 1985, flying the S-3A Viking from the then Atlantic Fleet aircraft carrier USS NIMITZ (CVN-68) and serving in the operations and maintenance departments. From August 1997 to May 1999, Captain Cahill served as the Assistant Chief of Staff for Logistics and Material Readiness (N4) to Commander, Carrier Group FIVE, embarked aboard the Pacific Fleet aircraft carriers USS INDEPENDENCE (CV-62) and USS KITTY HAWK (CV-63), and forward deployed and homeported in Yokosuka, Japan.

Captain Cahill was designated an Aerospace Engineering Duty Officer in 1988 and served from 1988 to 1997 in three consecutive acquisition assignments, reporting to the Naval Air Systems Command. This includes serving as the Deputy Program Manager for the Navy/Marine Corps programs within the Maverick Missile Program Office, the Deputy Program Manager for the High-speed Anti-Radiation Missile (HARM) at the Naval Air Systems Command headquarters, and serving as the Program Manager for the Commercial Derivative and Special Mission Aircraft Program Office.

Tom is married to the former Janie Garcia of Mathis, Texas. Janie is employed by the St. Mary’s County public school system. Daughter Jeannie attends the University of Virginia and son Bud attends St. Mary’s Ryken High School. The family is relocating to San Antonio, Texas and Tom will be employed by LOGTEC, Inc., a nation-wide company specializing in program management support and information technology solutions.

Captain Mike Paul, a native of St. Joseph, Michigan, reported to Naval Air Systems Command in July 1999 as the Deputy for Operations after his operational command of the World Watchers of Fleet Air Reconnaissance Squadron ONE (VQ-1). He has flown EP-3E missions in support of Operations DESERT STORM, DESERT FOX, SOUTHERN WATCH and NORTHERN WATCH.

In December 2000, he became the lead systems engineer for the Electronic Warfare/Special Missions Program. He was the lead engineer for the recovery and repair of the EP-3E that made an emergency landing at Hainan Island, China. In September 2002, Captain Paul became the Electronic Warfare/Special Mission Department Head/Deputy Program Manager for the Program Executive Officer, AIR ASW, Assault, and Special Mission Programs (PMA290) where he responded to urgent Operation ENDURING and IRAQI FREEDOM requirements through the deployment of six classified mission systems for the EP-3E.

Mike and Debbi Paul have three children; a daughter Jacquelyn, and two sons, Andrew and Cameron.

PMA-203 consists of two ACAT III programs: Manufacturing Recourse Planning (MRP II) and the NAVAIR deployment of Enterprise Resource Planning (ERP), Sigma. There are over 170 military, government civilians and contractors supporting these programs, a strong and versatile government-industry team.

MRP II serves the Department of Defense through life-cycle management and implementation support of best practices and commercial software tools that enable improvement in organic Mainteneance, Repair, and Overhaul (MRO) activities. The MRP II Program has attracted increased participation from the Services every year since PMA-203 was stood up. Ten DoD MRO sites have deployed software systems managed by PMA-203 and $275 million worth of contracts are in effect.

Sigma is the NAVAIR ERP pilot program that will be consolidated with similar ERP pilot programs from NAVSEA, SPAWAR and NAVSUP to become the Navy ERP program. In response to Secretary of the Navy direction to reduce the Navy’s operating and business costs, the Sigma program was deployed at NAVAIR in October 2002. The program became part of PMA-203 in July 2003. Sigma automates and integrates business processes, facilitates sharing common data and processes across the enterprise, produces and accesses data in a near real-time environment, and provides consistent and timely information for decision-making and performance measurement.
