Naval Air Warfare Center (NAWC) Weapons Division China Lake and Point Mugu, Calif.—The NAWC Weapons Division announced today, Friday, April 16, 2004, a tentative decision to retain in-house (stay within the government) its administrative support functions after a 46-month private and government competition.

Known as a commercial activity (CA) study, it allows the federal government and the private sector to compete for clerical functions currently being performed by the government.

Rear Admiral Dave Venlet, commander of the Weapons Division, made the announcement to people at the Point Mugu site and Dr. Karen Higgins, executive director, explained the decision and process at the China Lake site. The theaters were linked via telecom to allow for exchange of information between individuals at two separate sites.

Higgins stated, “Don’t let questions linger. Ask questions so you have the information to understand this change.”

Pending an appeal process period, the restructured government organization, known as the most efficient organization, will be implemented in early 2005.
