PMA-231 business financial manager receives second prestigious award

NAVAL AIR SYSTEMS COMMAND, PATUXENT RIVER, Md. -- The Hawkeye/Greyhound program office (PMA-231) business financial manager co-lead here was presented with her second Meritorious Civilian Service Award during a ceremony here Jan. 5.

Joanne Heilmeier received the award, presented by Program Executive Officer for Tactical Aircraft, Rear Adm. W. Mark Skinner, for her support of PMA-231.

“As the business financial manager co-lead for PMA-231, Joanne has been directly responsible for the positive financial climate the program office enjoys,” said Skinner. “She is an outstanding leader, a true professional and a valuable member of the PEO(T) team.”

The Meritorious Civilian Service Award is the second highest award and medal presented to civilian employees within agencies of the federal government.

“Joanne exemplifies excellence in her service to this program office,” said Capt. Shane Gahagan, PMA-231 program manager. “Her expertise, enthusiasm, commitment and dedication to the success of our programs make her the ideal candidate to receive this award.”

Heilmeier received her first Meritorious Civilian Service Award in 2002 during her assignment in the F/A-18 (PMA-265) program office, where she served as the deputy business financial manager for production/fleet support.

“Receiving this award in 2002 was a great honor. I could not have imagined being recognized again six years later,” said Heilmeier. “I am humbled once again.”

Heilmeier, a native of Frederick, Md., came to Southern Maryland after obtaining a bachelor’s degree from the University of Maryland and a master’s degree in business administration from Mount St. Mary’s College.

In her current position, Heilmeier is responsible for detailed financial analysis and budget estimates of annual funding for the procurement, expansion and research, development, test and evaluation of E-2 and C-2 aircraft.

“I am proud of the work done in this program office,” said Heilmeier.” I am also proud of being part of this organization that brings new and important capabilities to the fleet.”
