Supports the FST Executive Director, as a SME in the professional areas of logistics and program management. Is responsible for the establishment and maintenance of policy and procedures required to ensure effective, efficient, and consistent FST performance; responsible for adequate training and standardization across FST sites and between program support and MRO activities; and provides risk threshold recommendations to the FST Executive Director. Serves as liaison to Program Management Aircraft (PMA) program logistics managers and Assistant Program Executive Officers (APEO) for Sustainment.
Supports the FST Executive Director, as a SME in the professional areas of engineering and program management. Responsible for the establishment and maintenance of policies and procedures required to ensure effective, efficient, and consistent FST performance. Responsible for the certification requirements and policy standardization across FST sites and between Program Manager Aircraft (PMA) support and MRO activities. Exercises Technical Authority and delegates/empowers the Site Lead Engineers as directed by the FST Chief Engineer. Provides risk threshold recommendations to the FST Executive. Responsible for the professional certification and training requirements and standardization of engineering policies and processes (Air Vehicle, Propulsion, Avionics, Systems Engineering, and Support Equipment) across all FST sites.

Provides integrated policy, processes, tools, guidance, and trained personnel to manage assigned acquisition and procurement functions to support the Industrial and In-Service workload. Facilitates and oversees the acquisition and procurement of Industrial Plant equipment, equipment maintenance, supplies, professional services, Contractor Logistics Support (CLS), and Facilities/Capital Improvements. Interfaces with contracting activities, both Contract Specialists and Procuring Contracting Officers (PCOs), to ensure procurements/contracts are executed in accordance with established Federal, DoD, and Navy/Marine Corp regulations. Ensures contractor performance is monitored, documented, and complies with all Contractor Performance Assessment Reporting System (CPARS) requirements. Coordinates gathering of all contracts and acquisition/procurement data. Prepares and reports metrics data, updating NAVAIR and COMFRC Dashboards, as required. Acts as the Agency Program Coordinator (APC) and serves as the Government-wide Commercial Purchase Card (GCPC) program manager.
The COMFRC Analytics Group is responsible for conducting data analysis across the COMFRC HQ Groups. Responsible for the policies and overall effectiveness and efficiency of analysis across COMFRC / FRC Commands. This group uses modern analysis methods and software tools to provide answers to analytical questions. Responsible for the professional training and standardization of analysts across COMFRC HQ and provides policies and procedures to effectively conduct data analysis. The groups works closely with NAVAIR HQ and NAVAIR business units and the FRC sites to ensure professional analysis consistency across the commands. The group is comprised of naval aviation domain expert analysts coupled with computer scientists, operations research analysts, statisticians and mathematicians to provide actionable analytical products. The team consist of experts in data mining & database fundamentals, predictive modeling, statistical programming, artificial intelligence and machine learning algorithms. The Analytics Group develops dashboards and visualization products that are effective, accurate, timely, and agile.
Includes the following Departments: Security to include security management and operations security; Public Affairs; Administration to include travel, correspondence, award and graphics support; Military Workforce Requirements to include manpower, manning and field teams. Oversees execution of all matters pertaining to Workforce Management to include development and dissemination of policy, labor and employee relations, workforce analysis, billet management, recruitment at COMFRC HQ, EEO, and Workforce Development. Provides management analysis and planning services to influence workforce authorization and requirements. Integrates consistent, measurable and efficient staffing processes to identify workload demands and unique manpower capability needs to support planning and reporting requirements for the COMFRC HQ, FRC sites and CNAF, Commander, Naval Air Force Pacific (CNAP), and Commander, Naval Air Force Atlantic (CNAL). Executes training policy and provides supporting guidance for the FRCs, to include tracking and completion of mandatory training, standardization of training approaches and systems, tracking of status and participation in workforce developmental programs, and compliance with external reporting requirements.
The COMFRC Comptroller, under the direction and oversight of the Headquarters Comptroller for financial processes, policies and procedures, exercises full authority for the Comptroller functions and responsibilities across COMFRC. The Comptroller Group provides comprehensive and authoritative financial management support and services for all Command programs. The Comptroller Group addresses and makes expert recommendations and decisions on matters, which directly affect the planning and execution of Command resources. The Comptroller Group is responsible for developing and reporting analytical results and associated recommendations to the Commander and Deputy Commander regarding the potential effects of financial management issues on program budgets and execution. The COMFRC Comptroller is responsible for providing the Commander and Deputy Commander with recommendations for how to optimize utilization of resources.
The Digital Group (DG) provides the leadership, people, processes, products, and technologies to enable all current and future digital and Information Technology (IT) efforts supporting Sustainment activities across NAVAIR, Program Offices, Fleet Readiness Centers (FRCs), and Fleet Support Teams (FSTs) in coordination with the Naval Aviation Enterprise (NAE). The DG ensures alignment of digital resources and activities, fostering interoperability and leveraging of solutions, and enabling common data access across the Aviation Enterprise. The DG will align all Digital, IT, and data efforts across the enterprise, to include COMFRC Echelon IV. The DG is responsible for implementing NAVAIR's Data Strategy to include implementation of governance and policy, increasing accessibility and trust, establishing security and safeguards, establishing standards and interoperability, and empowering a digital workforce. The DG will enable the Navy's digital transformation through close coordination with the NAVAIR Echelon II DG and external Navy and Joint activities. The DG will coordinate and execute all digital financial resources, including planning, programming, executing and coordination, with the various resource sponsors and program offices. The DG will provide data and tools to support analysis requirements.
Provides, coordinates and executes integrated policy, processes, tools, guidance, and training to manage assigned functions in support of the NAE’s overarching Industrial Maintenance Strategy, Capabilities, and Infrastructure. Manages and executes the COMFRC Plus integrated tools to plan, forecast, optimize, develop, establish, and continually improve industrial capabilities, infrastructure, equipment, and advanced technology necessary to perform required naval aviation maintenance, repair, overhaul, and upgrades. Program management for facilities, industrial equipment, and advanced technology.
The COMFRCHQ Office of Counsel is responsible for providing the full spectrum of legal advice with a concentration in Federal acquisition, civilian personnel law, ethics, fiscal law, environmental, Freedom of Information Act and Privacy Act. COMFRCHQ attorneys work with leadership to foster the Department of the Navy’s commitment to providing the warfighter with the research, development, test, evaluation, and training resources needed to ensure unsurpassed military readiness and capabilities.
Provides acquisition planning and business strategy development support. Provides solicitation formulation, business clearance generation, contract awards and modifications, cost price and price based acquisition analysis, negotiation, source selection, claims review, analysis and avoidance and alternate disputes resolution, simplified acquisition, and purchase card acquisition. Acts as the Agency Program Coordinator (APC) and serves as the Government-wide Commercial Purchase Card (GCPC) program manager. Activities will includes post-award contract administration, contract reporting, contract closeout, contract file maintenance, claim adjudication, disposition of defective pricing actions, and participation in litigation activities.
Provides integrated policy, processes, tools, and trained personnel to manage assigned functions in support of Commander, Fleet Readiness Center (COMFRC) and the Commanding Officers of the Fleet Readiness Centers (FRCs). Implements policies, procedures and guidance across Intermediate and Depot sites to include execution of FRC Industrial Production efforts and activities. Facilitates identification, sharing and enforcing best practices and ensuring standardization of processes across Intermediate and Depot sites. Coordinates with sites to help determine when and where to utilize the Continuous Process Improvement (CPI) tool set to seek improvements. Ensures actions and issues are addressed that impact current readiness or involve production at Intermediate and Depot sites. Monitors production at the sites and identifies systemic issues that can be improved to achieve increased production, contribute to significant cost savings or improve customer satisfaction. Serves as coordinator between internal departments on production related issues. Provides coordination, planning and oversight of aircraft, engine, and component schedules, Voyage Repair Team (VRT), Contractor Field Teams and Support Equipment (SE).
Ensures FRC Quality Assurance. Provides quality control and assurance in the repair, overhaul, and modification of aircraft, components, and engines at the FRC fleet and industrial facilities, in accordance with the Naval Aviation Maintenance Program, U.S. Navy policies and COMFRC policies and regulations.
Leads the strategic planning efforts for COMFRC HQ and the eight FRCs. Provides continuity for long-term commitments, policies, practices, and processes. Responsible for connection of planned and actual sustainment requirements and is the integrator between execution and acquisition/program support. Focuses on infrastructure readiness and modernization plans. Provides current operations support for COMFRC. Supports COMFRC in all facets of future operations. Provides highly advanced technical guidance and recommendations on improving/increasing the Navy's readiness to ensure readiness/sustainability requirements are met. Includes SL for Sustainment and MRO HQE billets.
Participates and influences major supply forums in order to collaborate and resolve systemic issues. Monitors and provides barrier removal assistance for supply support issues. Provides technical expertise for new initiatives related to supply support. Participates in future capability discussions with PMAs related to supply support. Influences supply support policy through COMFRC liaison. Standardizes and improves depot and intermediate maintenance supply support processes and policy across FRCs. Collaborates with stakeholders on supply support performance based agreements. COMFRC lead for inventory accuracy and supply subject matter expertise.
