Cogent Security Consulting LLC. (Cogent) was founded in 2010, and is a small business professional services government contractor headquartered in Alexandria, VA. The company employs 150 professionals across 15 states throughout the Continental United States (CONUS) of which 95% are “Q” or Top Secret cleared. Cogent was founded with a focus providing services to the Department of Energy’s (DOE) National Nuclear Security Administration (NNSA). Since then, Cogent has grown throughout the DOE and beyond supporting customers such as the DOE’s Headquarters (HQ), NNSA Office of Defense Nuclear Security (NA-70), NNSA Office of Secure Transportation (NA-15), NNSA Office of Stockpile Management (NA-12), NNSA Office of Material Management and Minimization (NA-23), NNSA Office of Management and Budget (NA-MB), NNSA Office of Acquisition and Project Management (NA-APM), the National Laboratories (Los Alamos, Sandia, Lawrence Berkely, and Idaho), Hanford Site, Savannah River Site, and UCOR.
Our services include risk management and decision support, intelligence and counterintelligence, security operations, logistics, training, security engineering, project management and oversight, technical surveillance countermeasures, quality management/quality control, and software development. Cogent has developed two proprietary software products - Planning, Programming, Budgeting, and Execution/Evaluation (PPBE) Online and Advanced Programs Cloud Services (APCS). PPBE online is a combination of two proprietary, web-based applications used to implement the US Government's PPBE framework - the primary strategic planning and resource allocation process within the Department of Defense and other major federal agencies. It is a suite of user friendly, integrated tools that reduce or eliminate most major pain points for all program offices (military and civilian) when formulating and overseeing the execution of their budget appropriations. APCS is a proprietary, one-stop solution for sandboxing, securing, deploying, and maintaining FISMA Moderate and Low applications.
