Director, NAVAIR Office of Small Business Programs

Ms. Liebler assumed the responsibilities of the Naval Air Systems Command (NAVAIR) Director, Office of Small Business Programs on 1 November 2023. NAVAIR provides full life-cycle support of naval aviation aircraft, weapons, and systems operated by Sailors and Marines. Ms. Liebler oversees the execution of initiatives and implements small business policy across the NAVAIR enterprise. She advocates for maximum opportunities and participation of small businesses in NAVAIR acquisitions and serves as the Chief Advisor to the NAVAIR Commander and Deputy Commander on all small business matters. She is responsible for small business acquisition policy, strategic initiatives, small business outreach, and small business subcontracting programs.
Her previous positions included Assistant Secretary of the Joint Staff, U.S. European Command; Director of NAVAIR Congressional Liaison; Program Executive Officer Air Anti-Submarine Warfare, Assault & Special Mission Programs Operations Officer; F/A-18 and EA-18G Program Chief of Staff; F/A-18 and EA-18G Program Foreign Military Sales Program Analyst; Facilities Integrated Product Team Lead, Naval Air Warfare Center Aircraft Division (NAWCAD) Avionics Department; NAVAIR Chief of Protocol; Protocol Action Officer, Office of the Chairman of the Joint Chiefs of Staff; Protocol Action Officer, Office of the Secretary of Defense; NAWCAD Protocol Officer; and Public Affairs Specialist, Naval Air Station Patuxent River, MD.
Ms. Liebler received her B.A. from the University of Richmond. She is a recipient of two Joint Meritorious Civilian Service Awards and a Department of Navy Meritorious Civilian Service Award.
