Rear Adm. Todd M. Evans was born in Steamboat Springs, Colorado. He attended the U.S. Merchant Marine Academy in Kings Point, New York, where he earned a Bachelor of Science degree in marine engineering and a commission in the U.S. Navy. Following initial flight training and designation as a naval aviator, he transferred to Heavy Marine Heavy Helicopter Training Squadron (HMT) 302 in New River, North Carolina, for training in the MH-53E Sea Dragon.

His first fleet tour was with the “Vanguard” of Helicopter Mine Countermeasures Squadron (HM) 14 in 1997. He qualified as airborne mine counter measures mission commander and functional check pilot and deployed to Bahrain as the detachment assistant officer in charge.

Following HM-14, he was selected to the U.S. Naval Test Pilot School in Patuxent River, Maryland. Following graduation, Evans transferred to Air Test and Evaluation Squadron (HX) 21, where he became the organic mine countermeasures project officer. While attached to HX-21, he earned a Master of Science degree in systems engineering from Johns Hopkins University.

In 2004, Evans transferred to Mine Countermeasures Squadron (MCM) 2 in Ingleside, Texas, where he became the lead planner and air operations officer and qualified as a staff tactical action officer. He then joined the “Blackhawks” of HM-15 as the officer in charge of the detachment in Bahrain. Following his department head tour, he attended the U.S. Army Command and General Staff College in Fort Leavenworth, Kansas, where he earned Joint Professional Education 1.

In 2009, he became the executive officer – and later commanding officer – of HM-14, providing airborne mine countermeasures support within CONUS and 7th Fleet as well as providing fleet replacement support for the MH-53E community. During his tenure, the squadron supported Operation Unified Response and Operation Tomodachi.

Following his command tour, Evans returned to Naval Air Station Patuxent River as the H-60 Multi-Mission Helicopter Program’s (PMA-299) assistant program manager for logistics and in-service integrated product team (IPT) lead. In 2015, he transferred to the Presidential Helicopters Program as the in-service IPT Lead until being selected in 2016 to serve as executive assistant to the commander of the Naval Air Systems Command (NAVAIR).

Evans assumed command of PMA-299 as program manager in December 2018. Following a successful command tour, he transferred to NAVAIR’s sustainment group as principal military director and shortly thereafter assumed the role of NAVAIR vice commander.

In 2024, Evans assumed command of the Naval Sea Systems Command’s warfare centers, where he led research, development, test and evaluation of the Navy’s surface ships, submarines, and subsystems.

In June 2025, Evans became commander of the Naval Air Warfare Center Aircraft Division headquartered at Naval Air Station Patuxent River, where he leads research, development, test and evaluation of the Navy’s and Marine Corps’ aircraft and subsystems.
