UNRESTRICTED LINE MAJOR PROGRAM MANAGER ELIGIBLE SELECTION BOARD
Commander, Naval Air Systems Command will hold an Aviation Acquisition Professional (AP) Unrestricted Line (URL) Major Program Manager (MPM) Eligible Selection Board in JUNE 2022 to select qualified individuals to enter the Aviation AP URL MPM Eligible career path.
NAVADMIN 165/09 established the Aviation AP URL MPM Eligible career path to develop a select group of Aviation AP URL officers to achieve statutory requirements for Major Program Management selection while remaining competitive for sequential Major Acquisition Command slating.
For officers to serve in MPM positions, a minimum of 48-96 months of experience in acquisition coded or related billets is required. Additionally, officers need to possess the necessary Defense Acquisition Workforce Improvement Act (DAWIA) qualifications to manage the development, acquisition, and life cycle support of current and future Naval platforms and associated systems.
MINIMUM REQUIREMENTS FOR AVIATION AP URL MPM ELIGIBILITY:
- Aviation Command Screen Board (ACSB) selected
- Acquisition Professional (APM) or able to achieve APM within 24 months of assignment to an acquisition billet

Qualified candidates must submit a signed application for consideration by the Aviation AP URL MPM Eligible Selection Board. **APPLICATIONS MUST INCLUDE LAST 5 CONTINUOUS YEARS OF FITNESS REPORTS**

Selection
MPM Eligible selection will not obligate officers to enter the Aviation AP URL MPM career path. Officers selected as MPM Eligible will be notified and must accept by official correspondence.
Accepted officers will compete for Major Program Manager Command and/or Major Acquisition Shore Command, but will not compete for Aviation Major Operational Command via the AMCSB. Accepted officers will receive the “A2E” AQD. Additionally, due to acquisition related experience requirements, the Joint Specialty Officer (JSO)/Joint Qualified Officer requirements for appointment to O-7 will be waived IAW the Science & Technology waiver outlined in MILPERSMAN 1301-700.
Officers who are selected as MPM Eligible but do not accept by official correspondence will not be considered for future acceptance into the Aviation AP URL MPM Eligible career path. Officers who do not accept MPM Eligible, or were not selected, may continue to apply for acquisition billets through normal detailing and slating processes.
