Facilities Overview

NAWCWD has 2,000+ buildings and facilities, including three airfields and two unmanned aerial strips, with a total replacement value greater than $3 billion dollars. “Major” factor considerations include cost to build, size of staffing and ongoing budget, direct warfighter support, unique or one-of-a-kind Department of Defense services, or a facility that supports a major program.

Commercial industry has access to Department of Defense ranges, facilities, and highly technical workforce through special authorities granted by Congress

Commercial Service Agreements (CSAs) allow private industry access to Department of Defense ranges, facilities, and highly technical workforce through special authorities granted by Congress. This Title 10 authority allows CSA work in three specific areas: testing, other services, and use of facilities; range testing; and sale of articles. All work is performed on a cost reimbursable basis. Some of the services available under CSAs include technical assistance, engineering analysis, consulting, data analyses, instrumented range testing, equipment repair, software development and testing, and fabrication/sale of articles.   Work performed under CSAs must be in the interest of national defense, non-interfering with NAWCWD’s mission, cost reimbursable, and free from competition with private industry. Customers pay in advance (either in full or incrementally) all direct and indirect costs. Unexpended funding is returned to the customer following the conclusion of the work effort. Since 1999, over 400 NAWCWD CSA actions have been successfully completed.

Intellectual Capital

With a population of more than 5,000 civilian employees, including 2,470 science and engineering professionals (48% of workforce), NAWCWD encourages continuous higher learning and technology enhancement to maintain our current technological edge. Our educational profile includes 131 PhDs and 933 employees with master’s degrees. In addition, 2,239 of our employees have a BA/BS degree or equivalent. Overall, 64% of our employees have a BA/BS degree or higher.
