The MAS system is a web accessible database of action items generated by the committee members (which is comprised of fleet membership) which is charged with managing the update and revision process of the OPNAVINST 8000.16A. The MAS system makes the action items visible and accessible to all committee members in an easily - though secure way. It allows for the updating of actions items as they are accomplished and allows the action items to be edited and reviewed. The database of Action Items resides on the web server and the only requirement to use the system is a 128Bit SSL capable web browser. No client of any kind is deployed to the client user computer. The update process is mandated within the 8000.16A itself and is vital in maintaining the currency and relevancy of the document since many of the procedures and processes mandated have safety implications for ordnance personnel.

The Naval Ordnance Maintenance Management Program (NOMMP) is a program to publish and maintain the OPNAVINST 8000.16A. The manual consists of a number of volumes dealing with various aspects of maintaining ordnance in the Navy fleet, both when deployed and in CONUS. The 8000.16A specifies uniform and optimum procedures to be used by Navy and Marine Corps personnel when handling storing and loading ordnance. The 8000.16A is under a constant state of revision to maintain currency and applicability. The revision process is under the review of a group of military and civilian ordnance specialists who need an efficient easily accessible mechanism to maintain their action items for the review and update process of the 8000.16A.
