Civilian Morale, Welfare and Recreation (CMWR)

CMWR programs provide activities and facilities of a food service or recreational nature conveniently available to Department of Defense civilian employees. The provision of such services enhances command morale and promotes the general welfare of the work force. Some of these programs are provided free of charge and others are provided with a substantial discount--

Department of the Navy Civilian Assistance Program (DONCEAP)

Employees today may face challenges juggling work and family. It is not uncommon to become overwhelmed or stressed by relationships, school, health, finances, work, family or other issues which could impact your quality of life. The Department of the Navy values its civilian employees and their families. To support you and the challenges that you face, the Department provides a comprehensive DONCEAP which includes work/life benefits as well as support for a variety of issues (to include childcare, finances, eldercare, identity theft, legal services, alcohol and substance abuse, and more) — at no charge! Services are offered as a FREE benefit from the Department of the Navy to you and your family members, and are confidential within the limits of the law.

 

Transportation Incentive Program (TIP)

TIP is designed to pay for mass transit costs incurred by personnel in their local commute from residence to permanent duty station.

 

Federal Employee Health Benefits (FEHB) Program

The FEHB program is the largest employer-sponsored health insurance program in the world, covering more than 8 million Federal employees, retirees, former employees, family members, and former spouses. FEHB includes different types of plans: fee-for-service with a preferred provider organization; health maintenance organizations; point-of-service; high deductible health plans; and consumer-driven health plans. How you obtain coverage or services and pay for them differs depending on the plan. However, benefits available under all plans include hospital care, surgical care, inpatient and outpatient care, obstetrical care, mental health and substance abuse care, and prescription drug coverage. There are no waiting periods or pre-existing condition limitations under FEHB, even if you change plans.

 

Federal Employment Dental and Vision Insurance (FEDVIP) Programs

The Federal Employee Dental and Vision Benefits Enhancement Act of 2004 gave the Office of Personnel Management the opportunity to make supplemental dental/vision benefits available to eligible Federal and Postal employees, retirees, and their eligible family members. This program allows dental/vision insurance to be purchased on a group basis, which means competitive premiums and no pre-existing condition limitations. There is no Government contribution to the dental/vision premiums; however, premiums are paid on a pre-tax basis. BENEFEDS is the administrative system authorized by the Office of Personnel Management to handle payroll deduction functions for FEDVIP.

 

Flexible Spending Accounts (FSAFEDS)

A FSA is a tax-favored program offered by the Department of the Navy that allows employees to pay for eligible out-of-pocket health care and dependent care expenses with pre-tax dollars. By using pre-tax dollars, a FSA gives you an immediate discount on these expenses that equal the taxes you would otherwise pay on that money. FSA can reduce your taxes and let you get more out of your money by saving 20% to more than 40% of what you would normally pay for out-of-pocket health care expenses with after-tax (as opposed to taxed) dollars.

 

Federal Long Term Care Insurance Programs (FLTCIP)

The Office of Personnel Management has partnered with John Hancock to provide long term care insurance with affordable group premiums and comprehensive benefits. Long term care insurance provides reimbursement for costs of care when you are unable to perform at least two activities of daily living for an expected period of at least 90 days, or when you need constant supervision due to a severe cognitive impairment. FEHB plans do not cover the cost of long term care. While Medicare covers some care in nursing homes and at home, it does so only for a limited time, subject to restrictions. There is no Government contribution to FLTCIP premiums. You are eligible to apply for FLTCIP at any time.

 

Federal Employees' Group Life Insurance (FEGLI) Program

The FEGLI Program is the largest group life insurance program in the world, covering over 4 million Federal employees and retirees, as well as many of their family members. Most employees are eligible for FEGLI coverage. FEGLI provides group term life insurance. As such, it does not build up any cash value or paid-up value. You cannot take a loan out against your FEGLI insurance. FEDGLI consists of Basic life insurance coverage and three options. In most cases, if you are a new Federal employee, you are automatically covered by Basic life insurance and your payroll office deducts premiums from your paycheck unless you waive the coverage. In addition to the Basic, there are three forms of Optional insurance you can elect. You must have Basic insurance in order to elect any of the options. Unlike Basic, enrollment in Optional insurance is not automatic – you must take action to elect the options.

 

Thrift Savings Plan (TSP)

TSP is a retirement benefit offered to Federal employees. It is similar to 401(k) plans available to many private-sector employees. The purpose of TSP is to give you the ability to participate in a long-term savings and investment plan. The Federal Retirement Thrift Investment Board administers TSP and contracts with various private-sector companies to provide recordkeeping services. TSP can significantly increase your retirement income, but starting early is important. Contributing early gives the money in your account more time to increase in value through the compounding of earnings.
