Total Ownership Cost (TOC)
Total Ownership Cost (TOC) as defined by the Department of the Navy (DoN), "includes all costs associated with the research, development, procurement, operation and disposal of an individual weapon system over its full life." In other words, the full life cycle cost of a system. This definition is found in the letter dated 29 July 2009 jointly signed by the Vice Chief of Naval Operations (VCNO); Assistant Secretary of the Navy for Research Development and Acquisition (ASN(RD&A)); and Assistant Commander of the Marine Corps (ACMC). Further amplification of the definition is provided in reference (a) of the same.
The following is intended to provide programs with guidance and tools for preparing baseline TOC plans and individual TOC initiatives.
