USNTPS students include Navy, Marine, Air Force and Army officers, civil service engineers, and students from other nations. USNTPS teaches all Army test pilots, and has an exchange program with the U.S. Air Force Test Pilot School at Edwards Air Force Base, California, the Empire Test Pilot School at Boscombe Down, England and the EPNER Test Pilot School in Istres, France. About a fifth of each class is filled by civil service engineers. USNTPS is the only source of helicopter test pilots and engineers in the U.S. government or industry. Navy graduates normally serve a 30-36 month follow-on tour at the Naval Air Warfare Center.

The staff includes U. S. and international military, contractor, and civil service flight instructors as well as civil service and contractor academic instructors.
