The Department of the Navy policy is to eliminate the illegal use of drugs by civilian employees following the requirements established by Executive Order 12564 and Public Law 100-71. It applies to all Department of Navy appropriated fund civilian employees and applicants tentatively selected for appropriated fund positions.  The program is designed to accomplish these goals through deterrence, identification, rehabilitation, and personnel action.
