Broad Agency Announcement (BAA) for Resilient Cyber Warfare Capabilities May 27, 2015

The NAVAIR Cyber Warfare Detachment is soliciting technical/cost proposals for research support in technologies that are applicable to Resilient Cyber Warfare Capabilities for NAVAIR Weapon Systems. The NAVAIR Cyber Warfare Detachment (CWD) develops and assesses cyber warfare capabilities for mission assurance and to defend NAVAIR weapon systems (aircraft, unmanned vehicles, weapons, sensors, etc.) and directly corresponding support systems (data link, mission planning, maintenance, logistic, etc.). The strategy of the CWD is to defend the access points to our weapon systems (detect, prevent), survive and continue to operate during close quarters battle (resilience and response), and to conduct cyber-smart acquisition to achieve this. The foundation of the CWD strategy for NAVAIR weapon systems is to develop the cyber workforce, invest in infrastructure and research and development (R&D) and establish standards and best practices. Avionics Vulnerability Assessment Mitigation and Protection (AVAMP) May 27, 2015

The Avionics Vulnerability Mitigation branch (AFRL/RYWA) in the Sensors Directorate conducts basic and applied research and advanced development to understand and improve cyber security of U.S. Air Force platforms and weapon systems operating in contested cyber domain. The activity involves understanding the threat to legacy and future weapon systems, discovering, characterizing, and mitigating cyber vulnerabilities and developing protections against cyber-attack to provide fight-through capability. The Air Force Research Laboratory (AFRL) solicits innovative research proposals to address these needs and to integrate, test, and evaluate developed technologies into the AFRL AVAMP embedded system cyber research platform. Performers under this activity will advance the state-of-the-art in embedded system cyber security offering novel and innovative approaches to understand and defeat advanced cyber threats and protect our systems so they operate as intended and provide mission assurance to the commander. The Naval Air Warfare Center Weapons Division (NAWCWD) will be hosting a Long Range Acquisition Forecast (LRAF) Industry Day Event on Wednesday, July 8, 2015 from 8:30AM–4:30PM at the Kerr McGee Center 100 West California Avenue, Ridgecrest, CA. The objective of this event is to enhance NAWCWD-Industry collaboration in support of Naval Aviation and the Warfighter. The Small Business Administration (SBA) Proposed Rule May 5, 2015

The Small Business Administration (SBA) has published a proposed rule that would amend its regulations to implement section 825 of the fiscal year 2015 National Defense Authorization Act (NDAA), which authorized contracting officers to award sole source contracts to women-owned small businesses (WOSBs) and economically disadvantaged WOSBs (EDWOSBs) and shortened the time period for SBA to conduct a study to determine the industries in which WOSBs are underrepresented. To that end, SBA proposes to amend 13 CFR part 127 as follows:.Amend 127.101, concerning the type of contracting assistance available under part 127, to include the new sole source authority .Amend 127.102 to change the definitions of the terms "EDWOSB requirement" and "WOSB requirement" to include sole source contracts .Amend 127.500, which concerns the industries in which a contracting officer is authorized to restrict competition under the WOSB program, to address the new sole source authority .Amend 127.503 by adding two new paragraphs to incorporate the statutory language of section 825 granting authority to award sole source contracts to EDWOSBs and WOSBs .Amend 127.507, concerning contracting opportunities at or below the simplified acquisition threshold, to address sole source awards under the WOSB program .Amend 127.600 to include procedures for protests involving sole source contracts to WOSBs and EDWOSBs In addition, to meet the new January 2, 2016, deadline for determining the industries in which WOSBs are underrepresented, SBA also proposes to amend its definitions of "underrepresentation" and "substantial underrepresentation." The change would provide SBA the flexibility necessary to conduct the most reliable and relevant study of WOSB participation in federal contracting would align the definitions more closely with the statutory intent of the 2013 and 2015 NDAA. Aircraft Organizational Level Maintenance and Repair Services, Logistic Support, and Program Support April 27, 2015

The Naval Air Warfare Center Weapons Division (NAWCWD) is seeking information from potential sources regarding aircraft organizational level maintenance and repair services, logistic support, and program support services for the U.S. Navy aircraft and peripheral systems assigned to the Naval Test Wing Pacific (NTWP). This RFI is focused on identifying the feasibility of contractor performance of the work outlined below. This requirement is a follow-on procurement to a competitively-awarded contract N00421-11-C-0031 (NAICS Code 488190) that is currently being performed by Defense Support Services LLC. The existing contract is a completion-type with a base year plus four option years. The contract line item numbers (CLINs) consist of a cost-plus-fixed-fee for labor, a labor-hour CLIN for overtime, and cost CLINs for travel and material/other direct costs.
